Accessing connection Open performative arguments

When a connection is opened it would be valuable for a client to have access to the Offered- and Desired-Capabilities negotiated through the Open exchange. In particular my client would like to know the remote peer's Offered-Capabilities value of ANONYMOUS-RELAY. The use case is the emerging Qpid Dispatch Router

For example, in a Dispatch Router network an AMQP server application would create a receiver naming the service address that it services, and it would create a single sender with a blank address. Then as requests arrive the server could send all the replies to the single sender and not have to create a new sender for each replyTo address. The Dispatch Router at the other end of the connection uses the message address to route the message listening receivers.

Similar to links, Connection class now can have a callback which you can set to check the open performative from remote peer.
